Born in Tripp County, South Dakota, Tobin has deep roots in the community. She graduated from Colome High School in 2001 and South Dakota State University in 2005 with a B.S. degree in nursing, later earning a master's degree as a nurse practitioner in 2010. Her political career began during a lobbying effort to introduce a bill that would grant full practice authority to nurses in the state legislature, eventually leading to her election to the South Dakota State Senate in 2020.
In addition to her political work, Tobin is a dedicated healthcare professional. She practices as a nurse practitioner in family and emergency room medicine and owns her own medical practice. She also serves on the Rosebud Indian reservation, contributing to family and emergency medicine. Balancing her professional and personal life, Tobin is a mother to two children, Gus and Anna.
