Recent amendments to Vietnam's Land Law and Law on Real Estate Business, effective in 2024, have expanded the rights of overseas Vietnamese. Those retaining Vietnamese citizenship enjoy land rights equivalent to domestic citizens, while those without citizenship have gained a more accessible legal pathway to home ownership. This policy shift addresses a substantial unmet demand, estimated at over three million homes.
If policy reforms opened the door, Vinhomes has become one of the key addresses for overseas Vietnamese investment. At Vinhomes Royal Island in Hai Phong, the project attracted nearly 10,000 visitors and close to 2,000 purchase bookings within a month of launch, with a significant proportion of prospective buyers being overseas Vietnamese from Germany, Poland, and other European countries. The project was among the first to publicly list property prices on the Vinhomes Market platform, enabling remote access to information—directly addressing the obstacle of distance.
At Vinhomes Hai Van Bay in Da Nang, several overseas Vietnamese families have acquired two types of properties: one for rental income while abroad, and another, such as a villa, for eventual return for retirement or long-term residence.

As Vietnam's cities evolve, the opportunity moves in both directions: capital can flow back before people do, and the developments they invest in can become the places they eventually return to.
