Wrap Technologies, Inc. (NASDAQ: WRAP) and XINSURANCE have announced a strategic partnership to develop the WRAP Safe Response Program, a certified operating standard for organizations that employ or contract security personnel. The program aims to establish a documented standard for training, equipment, and response before encounters escalate, targeting a U.S. workforce of approximately 1.28 million security guards across corporations, healthcare systems, schools, retailers, hospitality properties, transportation networks, critical infrastructure, and other environments.
The initiative follows the June 15 Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) ruling that classified the BolaWrap 150 as neither a firearm under the Gun Control Act nor a weapon under the National Firearms Act, removing a federal barrier to its use as an early intervention option for unarmed security personnel. This regulatory clarity opens the door for private security firms to adopt the device, which is designed to provide a non-lethal restraint option.
Under the partnership, WRAP will own, certify, and audit the Safe Response standard, while organizations can adopt it for their own security operations and require contracted security providers to certify personnel under the program. XINSURANCE will handle insurance activities contemplated by the program, including product design, underwriting, pricing, placement, policy servicing, and claims. WRAP said the model expands its addressable market beyond law enforcement by enabling enterprises carrying security-related risk to establish the standard across their properties and contracted security operations.
The BolaWrap 150 is a patented device that deploys a multi-sensory, cognitive disruption to expand the pre-escalation period, giving officers and security personnel the advantage and critical time to manage non-compliant subjects before resorting to higher-force options. It does not shoot, strike, shock, or incapacitate; instead, it helps officers strategically operate pre-escalation on the force continuum, reducing the risk of injury to both officers and subjects. Used by over 1,000 agencies across the U.S. and in 60 countries, BolaWrap is backed by training certified by the International Association of Directors of Law Enforcement Standards and Training (IADLEST).
The private security market represents a significant growth opportunity for WRAP. With the ATF ruling, security guards can now use BolaWrap without federal restrictions, potentially reducing injuries and liability for organizations. The Safe Response Program could become a benchmark for security operations, influencing how companies train and equip their personnel. This move aligns with a growing demand for non-lethal tools and techniques to create time, distance, and tactical advantage in non-criminal calls, as highlighted by WRAP's mission to provide safer, scalable, and cost-effective technologies for public safety, defense, and critical infrastructure markets.
The partnership also underscores the importance of insurance in adopting new technologies. XINSURANCE's involvement in underwriting and claims management may help mitigate risks associated with the use of BolaWrap, making it more attractive for private security firms. As the program rolls out, it could set a precedent for how emerging public safety technologies are integrated into the private sector, potentially leading to broader adoption and improved safety outcomes.
