(BWRCI) has launched the OCUP Challenge (Part 1), a public adversarial validation effort designed to test whether software can override hardware-enforced authority boundaries in advanced AI systems. This initiative comes as humanoid robotics transitions from prototype to production-scale deployment, creating urgency for physical safety mechanisms beyond software-based controls.

"This isn't about trust or alignment," said Max Davis, Director of BWRCI. "This is about physics-level constraints. If time expires, execution halts. If humans don't re-authorize, authority cannot self-extend." The challenge focuses on the QSAFP (Quantum-Secured AI Fail-Safe Protocol), a hardware-enforced authority mechanism that ensures execution authority cannot persist, escalate, or recover without explicit human re-authorization once a temporal boundary is reached.

The timing coincides with major robotics deployment milestones. Tesla unveils Optimus Gen 3 in Q1 2026, converting Fremont lines for mass production. Boston Dynamics begins shipping production Atlas units to Hyundai and Google DeepMind in 2026, with Hyundai targeting 30,000 units annually by 2028. Participants must demonstrate at least one of three scenarios to "break" the system: execution continuing after authority expiration, authority renewing without human re-authorization, or any software-only path bypassing temporal boundaries. The challenge excludes physical hardware modification, denial-of-service attacks, or assumed compromise of human authorization. BWRCI serves as neutral validation environment, with results published regardless of outcome.

The OCUP Challenge uses production-grade Rust reference implementations for core authority logic, lease enforcement, and governance invariants to ensure memory safety and deterministic execution. Registration runs from February 3 to April 3, 2026, with accepted participants receiving a rolling 30-day validation period at no cost.
